Unruly bush!

The bush has grown so thick that no water can reach the soil beneath it. It is now acting as a cave for the cats when it rains. The lavender tree still has a few leaves but it really needs cutting back into shape. I need to read up on how and when to do this as it’s a tree not a bush...
